The Department of Health (DOH) imposed a price freeze on emergency essential medicines and medical devices after President Rodrigo Duterte declared a state of calamity through Presidential Proclamation No. 1051 dated 18 November 2020 over areas adversely affected by Typhoon Ulysses, particularly the entire Luzon Island Group. The list of medicines is attached to Department Memorandum 2020-050, which also includes emergency medicines and medical devices necessary for COVID-19 management.
Drug outlets that will violate the price freeze shall be penalized with imprisonment of one (1) to ten (10) years, or Php 5,000 to Php 1 million fine, or both imprisonment and fine, at the discretion of the court as per Republic Act No. 7581 or the Price Act.
The declaration will remain in effect until lifted by the President.
